Recommend Revamping Funding for Adult Education and Aligning Certain Policies. The state restructured its adult education system in 2013‑14 with the intent of fostering greater coordination among providers—primarily community colleges and adult schools. After five years, several key fiscal and policy inconsistencies remain across the two sets of providers. In this review, adult basic education was defined as basic skills in arithmetic, reading, writing, and, if needed, English as a second language. Adult secondary education was defined as instruction to complete high school or prepare for certificate of high school equivalency, such as the GED. However, the challenge to fiscal resources also extends to the administration of these assessments, especially when the national average expenditure per student in adult education programs is $374, and the 10 states with the lowest expenditures averaged only $156 per student (program year 1999).
